WAYNESBURG, Pa.—In a roadside clearing, a younger man in boots, denims, black hoodie, and black cap emerges from a path and sits on a flat-topped boulder.
He’s startled to see he’s not alone on this heat, overcast Easter afternoon within the woods simply north of the Pennsylvania–West Virginia state line.
