Senate Parliamentarian Elizabeth MacDonough dominated over the weekend that some key provisions, equivalent to one on immigration, didn’t meet the Senate’s reconciliation guidelines and couldn’t be included within the GOP’s One Massive Lovely Invoice Act to enact President Donald Trump’s signature legislative agenda objects.
The measures have to be consistent with what is named the “Byrd Rule.” Named for the late U.S. Sen. Robert Byrd (D-W.Va.), the rule states that reconciliation payments should relate to the federal price range, authorities income, and the nationwide debt.
